If you wish to make teams, I believe you should have at least 3 members before hand to actually start a team.
If you're by yourself and want to make a team, promote your self to your fellow members and if you wishto remain as a solo Duelist it would be obvious as you wouldn't be in any of the teams.

I agree with you Molly, For everyone who posted a team request. You're team won't be aproved until you have 3+ members in it.
